These Terms explain the rules that apply when you visit GovSource, create an account, purchase or use a service, register for a program, or access a GovSource portal or technology feature. Please read them before using the Services.

These Terms and Conditions, referred to as the Terms, are a binding agreement between you and GovSource Public Safety LLC, referred to as GovSource, we, us, or our. They apply to GovSource websites, forms, portals, programs, products, subscriptions, events, communications, and services that display or link to these Terms, collectively referred to as the Services.

A Service may have an order form, statement of work, registration page, proposal, subscription disclosure, agency agreement, or other written terms. Those additional terms are part of your agreement with GovSource. If there is a direct conflict, the more specific written term controls for that Service.

Acceptance and scope

By accessing or using a Service, creating an account, submitting a registration, signing an order, clicking an acceptance button, or making a payment, you acknowledge that you have read and agree to these Terms. If you do not agree, do not use the Services.

If you use a Service for an agency, employer, business, or other organization, you represent that you are authorized to accept these Terms for that organization. In that situation, you includes both you and the organization.

Certain agency services may be governed by a separately signed agreement. A signed agreement controls over these Terms to the extent of a direct conflict. These Terms do not alter procurement rules, public records duties, or other legal obligations that apply to a government customer.

Eligibility, authority, and accounts

You must be legally able to enter into this agreement. Unless a Service clearly permits otherwise, you must be at least 18 years old or the age of legal majority where you live. A parent, legal guardian, employer, or authorized agency representative may complete an activity when the Service expressly allows it.

You agree to provide accurate, current, and complete information and to update it when necessary. You may not impersonate another person, misstate your authority, create an account using false information, or submit a record that has been altered or obtained without authorization.

You are responsible for safeguarding usernames, passwords, access links, and other credentials issued to you. Accounts and individual access credentials may not be shared. Notify GovSource promptly if you believe an account or credential has been compromised.

Services and service specific agreements

GovSource Services may include:

Agency workforce services

Recruiting strategy, candidate engagement, program support, consulting, and related public safety workforce services.

Candidate services

Eligibility support, document review, preparation resources, referrals, and related candidate assistance.

Training and assessment

Courses, events, workshops, testing, assessments, study resources, certificates, and professional development.

Technology and subscriptions

Recruit AI, portals, digital content, communication tools, subscriptions, and related technology enabled services.

The description, scope, timing, deliverables, access period, service limits, price, and support level for a purchase are stated in the applicable order, proposal, statement of work, registration page, or checkout. Marketing materials provide general information and do not expand a specific purchased scope unless the applicable order says so.

GovSource may improve or update a Service over time. We will not knowingly remove a material paid feature during its stated access period without providing a reasonable substitute, credit, or other remedy when required by the applicable agreement or law.

Orders, fees, payment, and taxes

You agree to pay the price and any applicable taxes, disclosed administrative fees, shipping charges, or other charges shown before purchase or included in an accepted order. Prices are stated in United States dollars unless clearly indicated otherwise.

GovSource may offer payment by invoice, electronic check, payment card, or another approved method. Some payment methods may include an administrative fee. Any such fee will be disclosed before you authorize the transaction. You authorize GovSource and its payment providers to process the charges you approve.

Invoices are due according to the date and terms shown on the invoice or governing agreement. You are responsible for providing valid billing information and for resolving rejected or reversed payments. GovSource may suspend an unpaid Service after providing any notice required by the applicable agreement or law.

Order of control: A signed agreement or statement of work controls first, followed by the applicable order or registration terms, then these Terms. A pricing or service error may be corrected before fulfillment. If GovSource cannot honor a corrected order, we will cancel it and return the amount paid for that order.

Subscriptions, renewals, and cancellation

A subscription renews at the interval disclosed when you enroll unless you cancel it or a different written agreement applies. By starting a paid subscription, you authorize the recurring charges shown in the applicable order or checkout until cancellation becomes effective.

Unless an order form or signed agreement states otherwise, a service described as month to month does not require a fixed long term commitment. You may cancel before the next renewal through the method provided with the subscription or by emailing info@govsource.com. Cancellation stops future renewals and normally becomes effective at the end of the current paid billing period. Submit the request before the next renewal is processed.

Subscription fees already paid are not prorated or refunded solely because you stop using the Service before the end of the paid period, except when the applicable order, our Refund Policy, or law requires otherwise. Access may end when the paid period expires. GovSource may change a recurring price only after providing any advance notice required by the applicable agreement or law.

Refunds, rescheduling, transfers, and service changes

Refund eligibility is governed by the applicable order, registration terms, signed agreement, and the GovSource Refund Policy. Review those terms before purchasing. If they differ, the more specific written term for the purchased Service controls.

Unless specific written terms say otherwise, amounts may become nonrefundable after GovSource begins reviewing or processing files, creates a customized deliverable, reserves limited capacity, grants digital access, activates a portal, purchases materials, or begins another part of the requested work. This does not limit a right that cannot legally be waived.

A course, event, appointment, testing session, or service date may be changed because of instructor availability, facility issues, weather, public safety needs, insufficient enrollment, technology problems, or circumstances outside reasonable control. When practical, GovSource may provide a substitute date, format, instructor, transfer, credit, or other option consistent with the applicable terms.

Candidate, certification, and agency services

GovSource may assist candidates, professionals, agencies, training partners, and public safety organizations with recruiting, preparation, eligibility, documentation, referrals, training, testing, certification support, or related workforce processes.

You are responsible for providing complete and accurate information, submitting requested documents in the required format, reviewing communications, meeting deadlines, and notifying GovSource of relevant changes. GovSource may rely on the information and records supplied by you, an agency, an educational institution, or another authorized source.

Important: GovSource does not guarantee employment, appointment, placement, referral acceptance, eligibility, equivalency, certification, licensing, academy admission, a passing score, promotion, or any other outcome. Agencies, regulators, training centers, and other authorized officials make their own decisions under the standards that apply to them.

Unless a form or agreement expressly states otherwise, submitting information to GovSource is not a final employment application to a government agency and does not create an employment, agency, fiduciary, or attorney client relationship.

Training, testing, assessments, and events

You agree to follow attendance, conduct, safety, technology, identification, testing, and completion requirements provided for a course, examination, assessment, event, or program. Completion, attendance, or participation does not guarantee a license, certification, employment outcome, continuing education credit, or acceptance by a third party unless the applicable Service expressly promises that result.

Testing and assessment content is confidential. You may not record, photograph, copy, transcribe, distribute, reconstruct, solicit, sell, or disclose questions, answers, scoring methods, security procedures, or protected testing content. GovSource may cancel a score, remove a participant, restrict future access, or notify an authorized organization when there is credible evidence of cheating, identity misuse, content theft, or another material testing violation.

Any score review, retest, appeal, certificate, attendance credit, or completion requirement is governed by the applicable program rules. Unless GovSource expressly agrees in writing, participants are responsible for travel, lodging, meals, equipment, internet access, and other personal expenses associated with participation.

Recruit AI and technology services

Recruit AI and other technology enabled Services may provide a dedicated recruiting portal, approved information resources, communication support, drafting assistance, workflow tools, training resources, and related recruiting functions described in the applicable order. Features and service limits depend on the purchased package.

Artificial intelligence and automated tools can produce incomplete, outdated, or inaccurate information. Output must be reviewed by an authorized person before it is used or shared. GovSource does not authorize AI output to serve as the sole basis for a final hiring, employment, certification, licensing, background investigation, disciplinary, eligibility, or similarly significant decision. The customer and its authorized officials retain responsibility for decisions, approvals, communications, records, and legal compliance.

Customers are responsible for identifying approved users, content, questions, workflows, retention requirements, and escalation contacts. Do not enter criminal justice information, protected health information, Social Security numbers, payment card data, passwords, confidential investigative material, classified information, or restricted agency data into an AI or public facing feature unless GovSource has expressly approved the use and provided an authorized secure process.

Human review is required: Recruit AI supports recruiting and communication work. It does not replace agency policy, legal review, background investigation, professional judgment, or the authority of a government decision maker.

Acceptable use and prohibited conduct

You may use the Services only for lawful, authorized purposes. You may not:

  • Violate a law, regulation, court order, agency policy, contractual duty, or the rights of another person.
  • Misrepresent your identity, qualifications, authority, records, results, affiliation, or purpose.
  • Share account credentials, bypass access controls, probe system security, or attempt unauthorized access.
  • Upload malicious code, interfere with a Service, overload systems, or disrupt another user.
  • Scrape, crawl, harvest, monitor, or extract content or personal information through automated means without written permission.
  • Use a Service to harass, threaten, discriminate, defraud, deceive, stalk, exploit, or harm another person.
  • Upload content that is unlawful, infringing, defamatory, deceptive, obscene, or outside your authority to provide.
  • Copy, disclose, sell, publish, or help another person obtain restricted course, assessment, testing, portal, or customer content.
  • Use GovSource content, output, or data to train, benchmark, or improve another artificial intelligence model without written permission.
  • Remove a copyright, trademark, confidentiality, attribution, or security notice.
  • Reverse engineer, decompile, disassemble, or attempt to derive source code, models, prompts, rules, or nonpublic system logic except where law expressly permits it.

GovSource may use reasonable technical and administrative measures to investigate misuse, protect users, preserve system integrity, and enforce these Terms.

Intellectual property and permitted use

GovSource and its licensors own the Services and related content, including names, logos, designs, text, graphics, videos, manuals, study materials, course content, assessments, questions, reports, templates, portal elements, software, workflows, and compilations. These materials are protected by intellectual property and other laws.

Subject to payment and compliance with these Terms, GovSource grants you a limited, revocable, nonexclusive, nontransferable license to access and use the purchased Service during its authorized period for your personal use or your organization’s internal use, as applicable. No ownership right is transferred.

You may not reproduce, modify, publish, record, distribute, sublicense, sell, rent, commercialize, or create derivative works from protected GovSource material unless a written agreement expressly permits it. Any use of GovSource names, marks, or logos requires advance written permission, except for truthful nominative reference allowed by law.

User content, records, and submissions

You retain any ownership rights you have in documents, text, images, records, data, feedback, and other content you submit, referred to as User Content. You grant GovSource and its authorized providers a limited right to host, copy, process, transmit, format, display, and otherwise use User Content as reasonably necessary to provide, secure, support, document, and improve the requested Service and to comply with law.

You represent that you have the right and authority to submit User Content and authorize its processing. You are responsible for its accuracy, legality, and appropriateness and for obtaining any required permission or notice. Do not submit more sensitive information than the Service requests.

Feedback and suggestions may be used by GovSource without restriction or compensation, provided we do not publicly identify you as the source without permission. Customer confidential information remains subject to any applicable confidentiality agreement.

Third party services and links

The Services may link to or integrate with payment processors, form providers, scheduling services, video platforms, learning tools, agency websites, social networks, mapping tools, and other third party services. Their products, availability, security, content, and privacy practices are controlled by their respective operators and may be subject to separate terms.

GovSource is not responsible for an independently operated service merely because it is linked or integrated. A link does not mean that GovSource endorses every statement, product, or practice of the third party. Review the applicable terms and privacy notices before providing information or completing a transaction.

Privacy and electronic communications

The GovSource Privacy Policy explains how we collect, use, disclose, and protect personal information. By using a Service, you acknowledge that information may be processed as described in that policy and in any service specific privacy notice or agency authorization that applies.

You agree that GovSource may send electronic notices, receipts, records, disclosures, service messages, and other communications to the contact information you provide. You may unsubscribe from marketing emails through the link in the message. If recurring text messages are offered, you may opt out of promotional messages by replying STOP. Service, security, transaction, account, and legal notices may still be sent when appropriate.

Electronic acceptance, signatures, and records may be used to the extent permitted by law. Keep copies of documents important to you and maintain current contact information.

Suspension, termination, and effect of termination

You may stop using the Services at any time. Stopping use does not cancel an active subscription or eliminate an outstanding payment obligation. Follow the cancellation process described in Section 5 and any applicable order.

GovSource may restrict, suspend, or terminate access when reasonably necessary because of nonpayment, a material breach, suspected fraud, security risk, unlawful conduct, misuse of protected content, harm to another person, a customer or agency instruction, discontinuation of a Service, or a legal requirement. When practical and appropriate, we will provide notice and an opportunity to correct a curable issue.

Upon termination, your authorization to access the affected Service ends. Provisions that by their nature should continue will survive, including payment duties, ownership, confidentiality, disclaimers, liability limits, indemnification, dispute terms, and records needed for legal or operational purposes.

Disclaimers and no guarantees

GovSource does not warrant that every Service will be uninterrupted, error free, completely secure, compatible with every device, or free from third party disruption. Information, training, preparation resources, assessments, AI output, and general communications are educational or operational support and are not legal, medical, financial, or individualized professional advice.

Limitation of liability

These limitations apply regardless of the legal theory and only to the extent permitted by applicable law. They do not limit liability that cannot legally be limited, including liability for fraud or willful misconduct where such a limitation is prohibited.

Indemnification

To the extent permitted by law, you agree to defend, indemnify, and hold harmless GovSource and its owners, officers, employees, contractors, and agents from third party claims, damages, judgments, losses, liabilities, costs, and reasonable legal fees arising from:

  • Your material breach of these Terms or an applicable service agreement.
  • Your unlawful or unauthorized use of a Service.
  • User Content you submit or direct GovSource to use.
  • Your violation of another person’s rights or an applicable law.

This section does not require a government customer to assume an obligation that it is legally prohibited from assuming. GovSource may control the defense and settlement of a covered claim, and you agree to provide reasonable cooperation. GovSource will not settle a claim in a way that imposes a nonmonetary obligation on you without your consent.

Governing law and disputes

Before filing a legal action, you and GovSource agree to make a good faith effort to resolve the dispute informally. Send a written notice describing the issue and requested resolution to info@govsource.com and allow 30 days for a response. Either party may seek urgent injunctive relief when necessary to protect safety, confidential information, intellectual property, or system security.

Unless a signed agreement states otherwise or applicable law requires a different result, these Terms are governed by the laws of the State of Florida, without regard to conflict of law principles. Any legal action must be brought in a state or federal court with proper jurisdiction located in Orange County, Florida, and each party consents to that jurisdiction and venue.

A government customer’s mandatory governing law, venue, claim, or dispute requirements stated in a signed agreement control over this section.

General terms

Entire agreement and priority

These Terms and the applicable privacy notice, order, registration terms, proposal, statement of work, subscription disclosure, refund terms, and signed agreement form the agreement for the relevant Service. A more specific written term controls over a general term when there is a direct conflict.

Severability and waiver

If a provision is found unenforceable, it will be enforced to the greatest extent allowed and the remaining provisions will remain in effect. A failure to enforce a provision once is not a waiver of the right to enforce it later.

Assignment

You may not assign or transfer your rights or obligations without GovSource’s written consent. GovSource may assign these Terms as part of a merger, reorganization, financing, sale of assets, or transfer to an affiliate or successor, subject to applicable law and any signed customer agreement.

Events outside reasonable control

Neither party is responsible for delay caused by events outside its reasonable control, including severe weather, natural disaster, epidemic, war, civil unrest, labor disruption, government action, utility failure, internet or hosting outage, cyberattack, venue closure, transportation interruption, or similar event. Payment obligations for Services already delivered are not excused.

No third party beneficiaries

Except where a signed agreement expressly states otherwise, these Terms do not create enforceable rights for a person or entity that is not a party to the applicable agreement.

Changes to these Terms

GovSource may update these Terms as Services, technology, business practices, or legal requirements change. Updated Terms will be posted on this page with a revised effective or last updated date. If a change materially affects an active paid Service, GovSource may provide additional notice when required by the applicable agreement or law.

Updated Terms apply prospectively from their effective date. Continuing to use a Service after the effective date means you accept the revised Terms, except when separate consent is required by law or a signed agreement. The version in effect when a dispute arose will govern that dispute unless applicable law requires otherwise.

Contact GovSource with questions about these Terms, a subscription cancellation, an account, or a legal notice. Include your name, organization if applicable, the affected Service, and enough information for us to identify and respond to the request. Do not email passwords, payment card numbers, Social Security numbers, or confidential investigative information.
