Refund Policy

GovSource commits staff time, professional review, technology, reserved capacity, and other resources when a service is purchased. For that reason, payments for GovSource services are final and nonrefundable except where applicable law requires otherwise.

This Refund Policy applies to payments made to GovSource Public Safety LLC for websites, forms, portals, programs, products, subscriptions, registrations, and services that display or link to this policy, collectively referred to as the Services.

This policy is part of the GovSource Terms & Conditions. A signed agreement, statement of work, order form, proposal, or registration page may contain additional terms. The more specific written term controls if there is a direct conflict.

All payments for GovSource services are final and nonrefundable.

A refund, partial refund, proration, or payment reversal will not be provided because a customer changes plans, withdraws, does not use a Service, misses a deadline, receives an unfavorable result, or no longer wants the purchased Service. Only the narrow circumstances stated in this policy or a right that applicable law requires will be considered.

Scope and acceptance

By purchasing, registering for, activating, or using a Service, you acknowledge that you have reviewed and accepted this Refund Policy. If you purchase for another person, agency, employer, or organization, you represent that you are authorized to accept this policy for the purchaser.

GovSource makes this policy available before purchase through its website, checkout, registration, order materials, or related disclosures. You are responsible for reviewing the applicable Service description, eligibility information, dates, requirements, and payment terms before authorizing payment.

This policy applies to payments made by card, electronic check, invoice, bank transfer, check, or another approved method. A different payment method does not create a different refund right.

All service sales are final

GovSource does not provide refunds for Services after a purchase is submitted or accepted, except when a refund is expressly required by applicable law or GovSource agrees to one in a signed writing. This includes requests for full refunds, partial refunds, prorated refunds, retroactive discounts, and reversals of valid service charges.

No refund will be issued because:

  • You changed your mind, changed plans, withdrew, or decided not to continue.
  • You did not use, complete, attend, access, download, or benefit from the Service.
  • You did not provide documents, information, approvals, access, or responses on time.
  • Your employer, agency, school, sponsor, or another person did not reimburse you.
  • You later found a different provider, price, course, date, process, or opportunity.
  • You misunderstood a clearly disclosed requirement, scope, price, or limitation.
  • You experienced a personal, employment, scheduling, travel, financial, medical, or family issue.
  • You were found ineligible, did not pass, were not selected, or received another unfavorable result.
  • A third party, agency, regulator, training center, payment provider, or government entity delayed or denied an action.
Purchase acknowledgment

By submitting payment, you acknowledge that GovSource may begin work or grant access promptly and that all service fees are final and nonrefundable except where applicable law requires otherwise.

When work begins

GovSource may begin performing a Service as soon as payment, registration, activation, or required information is received. Work may begin even when a customer does not immediately see a completed deliverable or receive a personal message.

Beginning work includes any of the following:

Review and processing

Opening a file, reviewing information, checking records, assigning staff, creating tasks, or beginning administrative processing.

Setup and access

Creating an account, portal, workflow, registration, subscription, login, digital resource, or other access credential.

Reserved capacity

Holding a seat, appointment, instructor, event date, project capacity, testing slot, consultation time, or production schedule.

External commitments

Purchasing materials, paying a provider, incurring an expense, initiating a verification, or coordinating with a partner or agency.

Because these actions consume time, capacity, expertise, and resources, a Service remains nonrefundable even when the customer later cancels or fails to complete the process.

Candidate, eligibility, EOT, and document services

Fees for candidate services, eligibility reviews, Equivalency of Training support, reactivation reviews, document processing, employment or training verification, Form 76 processing, referral support, file review, and related services are final and nonrefundable.

These fees compensate GovSource for reviewing and processing the request. They do not purchase or guarantee eligibility, approval, certification, agency acceptance, academy admission, employment, a passing score, or a government decision.

No refund is provided when:

  • The applicant is ineligible or GovSource cannot verify eligibility.
  • Documents are missing, incomplete, altered, inconsistent, rejected, unavailable, or not submitted.
  • An employer, academy, agency, military component, regulator, or records custodian does not respond.
  • The applicant does not meet experience, recency, training, character, testing, or other requirements.
  • A law, rule, policy, interpretation, fee, form, or external requirement changes.
  • The applicant withdraws, chooses another selection center, misses a deadline, or obtains service elsewhere.
  • A credential, eligibility period, Form 76, application, registration, or opportunity expires.

Eligibility review is a professional service, not an approval purchase. A finding that a person does not qualify means the requested review was performed. It does not create a right to a refund.

Training, testing, assessments, and digital access

Payments for online training, in person training, testing, assessments, diagnostic exams, OfficerTestPrep, study materials, manuals, videos, downloads, certificates, credentials, learning portals, and other digital or educational resources are final and nonrefundable.

Access is considered delivered when credentials, links, materials, downloads, portal access, or instructions are issued or made available, whether or not the purchaser logs in, downloads the material, starts the course, takes the test, or completes the program.

No refund is provided for failure to pass an examination, dissatisfaction with a score, insufficient study time, failure to follow instructions, device incompatibility, loss of internet access, or a customer’s inability to use a supported feature. GovSource may provide reasonable technical assistance, corrected access, or an access extension when appropriate.

Courses, events, appointments, and reserved seats

Course, event, testing, consultation, and appointment payments are nonrefundable because GovSource reserves limited capacity and may commit instructors, facilities, materials, technology, staffing, and partner resources based on enrollment.

No refund is provided for a no show, late arrival, early departure, scheduling conflict, travel disruption, illness, work assignment, family matter, failure to meet a prerequisite, failure to bring required items, or removal for misconduct or noncompliance.

GovSource may change a date, venue, instructor, delivery format, agenda, or related detail when reasonably necessary. A reasonable reschedule, substitute session, replacement service, or account credit satisfies GovSource’s obligation for that change.

Narrow provider cancellation rule: If GovSource permanently cancels a paid Service and provides no reasonable reschedule, replacement, transfer, or credit, GovSource will return the amount paid directly for the undelivered Service. This does not include the customer’s travel, lodging, wages, equipment, or other consequential expenses.

Agency services, consulting, and custom work

Setup fees, deposits, retainers, project payments, reserved dates, consulting fees, recruiting services, promotional testing, assessments, course development, custom materials, creative work, technology configuration, and other agency or organizational services are nonrefundable.

Customer delays, unavailable personnel, internal approval delays, procurement issues, changes in leadership, changes in scope, missing information, and failure to use completed work do not create a right to a refund. Work outside the agreed scope may require a separate fee or change order.

If a customer ends a project, amounts already paid remain nonrefundable, and the customer remains responsible for charges due for completed work, committed resources, noncancelable expenses, reserved capacity, and other obligations stated in the governing agreement.

Recruit AI, portals, and subscriptions

Recruit AI implementation fees, portal setup fees, onboarding fees, configuration charges, administrative fees, and other initial charges are final and nonrefundable once payment is processed or setup begins.

Recurring subscription charges are nonrefundable after they are processed. GovSource does not provide prorated refunds for a partial month or unused portion of a billing period. Cancellation stops future renewals and normally becomes effective at the end of the current paid period.

Unless a signed agreement states otherwise, a month to month subscription may be canceled before the next renewal using the method provided with the subscription or by emailing info@govsource.com. Submit the request before the next renewal is processed. GovSource will provide renewal notices and a simple cancellation method when applicable law requires them. When required, GovSource will allow cancellation through the same manner and means used to accept the subscription.

Suspension or termination for nonpayment, misuse, security risk, unlawful activity, or violation of the applicable terms does not entitle the customer to a refund.

Administrative fees and payment methods

A card or other payment option may include an administrative fee that is disclosed before the transaction is authorized. The administrative fee is part of the total purchased price and is nonrefundable once the transaction or associated Service begins.

Invoice, check, electronic check, bank transfer, and card pricing may differ when clearly disclosed. Choosing a particular payment method means you accept the total shown for that method. A customer may not request a refund solely because another payment method would have cost less.

Taxes, government fees, partner fees, shipping, materials, and other disclosed charges are also nonrefundable after GovSource pays, commits, or becomes responsible for them, unless the charge was assessed in error or applicable law requires a different result.

Express, expedited, and priority services

Express, expedited, rush, and priority service fees are final and nonrefundable. These fees pay for prioritized internal handling and reserved capacity. They do not guarantee that an agency, regulator, records custodian, school, employer, partner, or other third party will respond or act by a specific date.

Customer delay, incomplete documentation, inaccurate information, third party delay, external system downtime, or an unfavorable outcome does not create a right to refund an expedited service fee. Any stated completion estimate begins only after GovSource receives all required information and access.

Rescheduling, transfers, and account credits

A reschedule, transfer, substitution, or account credit is not guaranteed and is not a refund. GovSource may offer one as a customer service accommodation or as the remedy for a schedule or delivery issue. Approval must be in writing.

A credit has no cash value, may be limited to a particular customer or Service, may have an expiration date, and may not be sold, transferred, or combined unless GovSource states otherwise in writing. Failure to use an approved credit before it expires does not create a refund right.

If GovSource permits a participant substitution or transfer, the replacement participant must satisfy all eligibility, identification, prerequisite, conduct, and registration requirements. Additional costs or price differences remain due.

Duplicate, unauthorized, or incorrect charges

A correction of a verified billing error is different from a service refund. Contact GovSource promptly if you believe a charge was duplicated, unauthorized, processed for the wrong amount, or applied to the wrong account. For faster review, contact us within 30 days after the charge appears, although this request period does not shorten a nonwaivable legal right.

GovSource may request the purchaser’s name, transaction date, amount, receipt, last four digits of the payment method, account details, and other information reasonably necessary to verify the claim. Do not email a complete card number, bank account number, password, or Social Security number.

After verification, GovSource will correct a duplicate or incorrect charge and will address a verified unauthorized transaction consistent with applicable law and payment provider requirements. A charge is not unauthorized merely because the purchaser later disagrees with the policy, changes plans, does not use the Service, or receives an unfavorable outcome.

No guarantee of a particular outcome

Service fees pay for the work, access, resources, preparation, reserved capacity, or support described in the applicable order. They do not purchase a promised outcome unless a signed agreement expressly states otherwise.

GovSource does not guarantee employment, appointment, selection, referral acceptance, eligibility, equivalency, certification, licensing, academy admission, a passing score, promotion, regulatory action, agency approval, increased applications, reduced vacancies, or another specific result.

An unfavorable result does not mean the Service was not performed and does not create a right to a refund. Agencies, regulators, training centers, employers, testing entities, and authorized officials make independent decisions under their own standards.

Chargebacks and payment disputes

Contact GovSource before initiating a payment dispute so we can review the transaction, explain the Service record, and correct a verified billing error. A payment dispute does not change this Refund Policy or convert a valid nonrefundable charge into a refundable charge.

When a valid charge is disputed, GovSource may provide the payment processor, financial institution, agency, or other authorized reviewer with relevant records. These may include the order, policy acknowledgment, receipt, submission time, electronic acceptance, communications, account activity, access logs, work history, documents reviewed, deliverables, and proof of service.

GovSource may suspend access or pause additional work while a payment is reversed or disputed. Amounts validly owed remain due. GovSource may pursue collection and recover costs when permitted by the governing agreement and law. Nothing in this section waives a cardholder or consumer right that cannot legally be waived.

Rights required by law and GovSource remedies

This policy does not eliminate a cancellation, billing error, unauthorized charge, statutory remedy, or other right that applicable law does not allow the parties to waive. When a mandatory law applies, GovSource will provide the remedy that law requires.

If GovSource makes a material delivery or service error, the normal remedy will be correction, reperformance, replacement, reasonable rescheduling, access restoration, an extension, or an account credit, selected according to the nature of the issue. A cash refund will be provided only when applicable law requires it, GovSource permanently cancels the Service without a reasonable alternative, or GovSource expressly agrees in a signed writing.

Fair but strict: GovSource will correct verified errors and deliver the purchased Service as agreed. The remedy for a correctable service issue is correction or completion, not a refund.

Changes to this policy

GovSource may update this Refund Policy as Services, payment methods, business practices, or legal requirements change. The updated policy will be posted on this page with a revised effective or last updated date.

The policy presented and accepted at the time of purchase normally governs that transaction. A later update will not retroactively create or remove a refund right unless the parties agree in writing or applicable law requires otherwise.
